The New Paradigms Project
The Transportation
Research Board (TRB) Transit
Cooperative Research Program (TCRP) began in 1997 to explore the scope
and scale of organizational change that may be needed to enhance the relevance of public
transportation in the decades ahead.
The search for "new paradigms" reflects,
in part, a recognition that public transportation organizations
have remained largely unchanged over the past 40 years in the face of trends, conditions, needs and
expectations that are dramatically different than they were even a decade
ago. The need for more responsive and agile transit agencies is
increasingly apparent and, as the new Paradigms project illustrates, there
are more effective ways to organize and provide essential transit
services.

about the search for new paradigms in a comprehensive and easily navigable
manner. Information about the project's background is available in our About the Project and Project
