Project Status And Activities

The New Paradigms project is exploring three questions:

  1. Why is fundamental change - a paradigm shift - needed in public transportation;
  2. What is the scope and scale of change that might be sought; and
  3. How can fundamental change be most effectively pursued and sustained.

Observations about Why fundamental change may be necessary are provided in TCRP Report 53, “Forces and Factors that Require Consideration of New Paradigms.” The executive summary from the report is contained on this web site. (link)

Observations about What changes may be on the horizon have been taken from dozens of examples of recent fundamental change in other businesses and industries, and are highlighted in the full text of TCRP Report 58, “Opening the Door to Fundamental Change,” contained on this web site. (link)

To explore the real-world issues of How to launch and sustain fundamental change, the research team has examined changes now underway in a number of transit organizations, both here and abroad. A final project report is being prepared for publication entitled, "Emerging New Paradigms in Public Transportation: Chartering the Change -- A Guide to Fundamental Change in Local Public Transportation Organizations."
